What are the recommendations for UPS that will not add noise nor cost an arm & a leg. I have whole home surge protection so all I am really after is a battery backup to keep the dsl modem and WiFi router on when the power goes out for a few seconds. We have momentary power outages often here in Elizabeth, may only last a second or two, but long enough for everything to have to reboot.

I wouldn't over-think it. Just add up the VA requirements and find an APC unit that fits. I do like APC in that every one I've had used bog-standard AGM deep cycle batteries that are easy to find. Heck, a recent battery AC5S gave me was a drop-in replacement for my UPS. We've got SIP phone service so my UPS needs to keep the microwave Internet antenna, switch, firewall and ATA up, plus WiFi for good measure. 450VA covers me for me for about 45 minutes. After that, the UPS signals the firewall to do an orderly shutdown.

+1 for APC. They have a solid reputation, and they are industry standard for computer rooms. I've used them for decades, and only done 1 warranty return which was painless.
