The combined mass of Venus, Earth and Jupiter is way less than 1/1000th of the Sun. I'm skeptical...

They lay out in the explanation that the planetary tides influence the Tayler instability, not that the planetary movements cause it.

If they are able to extrapolate meaningful predictions based on this research, it could be very useful, but you are right, Jeff.  This is exactly the opposite of what they were saying only 6 years ago:
